The negotiations on the EU’s next Multiannual Financial Framework 2028–2034 (MFF) are entering a decisive phase. With the Council moving towards a common position in 2026, discussions are shifting from strategic priorities to concrete budget architecture, timelines, and implementation logic – with direct implications for EU programmes and regional actors.

The debate on the next EU budget is increasingly defined by timing as much as by content. Following the Commission proposal and the European Parliament’s position, attention is now turning to the Council, which is expected to develop a consolidated negotiating position in 2026. This step is essential for moving into formal trilogue negotiations and is widely seen as a prerequisite for reaching a final political agreement by the end of 2026.

At the same time, the discussions reflect a broader shift in how the EU budget is designed and implemented. The European Commission continues to promote a more flexible and simplified structure, including streamlined access to funding and a stronger focus on competitiveness-oriented instruments. The European Parliament, in parallel, is calling for a more ambitious financial framework to respond to increasing pressures linked to security, energy transition and economic resilience.

Beyond the overall budget size, the debate is increasingly focused on implementation modalities. Performance-based approaches, simplified programme structures and the role of potential new EU revenue sources (“own resources”) are becoming central elements of the negotiation landscape.
